At LTS, we help governments strengthen health resilience by designing biosafety infrastructure that supports regional surveillance and emergency response.

LTS was appointed to lead the design and documentation for the upgrade of Angola’s National Institute of Health Research (INIS) laboratory in Luanda — transforming the existing BSL-2 facility into a BSL-3 compliant lab.

This initiative forms part of the REDISSE IV programme, a regional effort to enhance epidemic preparedness across ECCAS countries.

LTS supported the Angola Ministry of Health with laboratory planning, layout upgrades, and full technical documentation for procurement and construction.

Challenge

Upgrading Containment Without Disruption

The challenge was to retrofit and redesign an existing facility for BSL-3 compliance, balancing technical standards, spatial limitations, and infrastructure constraints.

The upgrade needed to support national diagnostics and integrate into a broader regional surveillance programme.

Angola required a major biosafety upgrade — without full reconstruction or operational downtime.

Approach

Strategic Redesign for Biosafety Level 3 Compliance

We facilitated workflow redesign, containment upgrades, and developed full tender documentation for contractor appointment.

Our team worked in partnership with local architects and specialist engineers to ensure environmental, electrical, and mechanical systems aligned with BSL-3 standards and international best practice.

LTS led the design upgrade and documentation for Angola’s INIS lab, enabling a seamless transition from BSL-2 to BSL-3 operations.
