Upgrading Angola’s Biosafety Capacity for Regional Epidemic Preparedness
At LTS, we help governments strengthen health resilience by designing biosafety infrastructure that supports regional surveillance and emergency response.
LTS was appointed to lead the design and documentation for the upgrade of Angola’s National Institute of Health Research (INIS) laboratory in Luanda — transforming the existing BSL-2 facility into a BSL-3 compliant lab. This initiative forms part of the REDISSE IV program, a regional effort to enhance epidemic preparedness across ECCAS countries. LTS supported the Angola Ministry of Health with laboratory planning, layout upgrades, and full technical documentation for procurement and construction.
Challenge
Retrofitting and redesigning an existing BSL-2 facility for BSL-3 compliance, balancing technical standards, spatial limitations, and infrastructure constraints within a broader regional surveillance program.
Approach
Design upgrade and documentation for Angola's INIS lab. Workflow redesign, containment upgrades, and full tender documentation developed in partnership with local architects and specialist engineers aligned with BSL-3 standards.
Result
1,160 sqm of lab space upgraded from BSL-2 to BSL-3 under the REDISSE IV program. The facility now supports rapid response to epidemics and aligns Angola with ECCAS biosafety goals.
