Shaping Rwanda’s High Containment Lab Future

LTS helps nations build the future of public health by advising on high-containment laboratory strategy, standards, and design.

Appointed by the WHO Rwanda Country Office, LTS serves as the international technical advisor for Rwanda’s National Health Laboratory Services (NHLS) project.

This flagship effort will create a cutting-edge facility capable of hosting BSL-3 and future BSL-4 labs — alongside molecular hubs, pathology labs, a blood bank, and training centres.

LTS is guiding the project from pre-feasibility through strategic oversight, regulatory alignment, and design quality assurance — helping ensure the facility meets global best practices.

LTS Intelligence Laying the Groundwork for High-Containment Success We worked alongside WHO and RBC to gather data, define performance benchmarks, and identify essential design considerations. This foundational phase assessed readiness across Rwanda’s health ecosystem — from infrastructure and policy to institutional capacity. When you start with evidence, you build on strength. Our role began with a national-level pre-feasibility study to evaluate the viability of Rwanda’s vision for a next-generation NHLS. 1/4 LTS Advisory Shaping the Brief: Strategy, Risk, and Regulatory Alignment This includes legal and regulatory framework analysis, detailed risk assessments, and user requirement specifications. We’re helping define KPIs that will govern both the lab’s technical design and its future performance. Our advisory role ensures that compliance, strategy, and feasibility all align from day one. Great labs don’t just comply — they lead. LTS is leading the development of the NHLS project brief — aligning stakeholder needs with biosafety standards and local policy. 2/4 LTS Design Strategic Design Oversight for BSL-3 and Beyond We are reviewing architectural and engineering plans for biosafety alignment, offering benchmarking data from other high-containment labs, and supporting the development of equipment BoQs. Our independent design reviews ensure future extensibility to BSL-4 while supporting safe, scalable, and efficient lab operations. Our advisory role ensures that compliance, strategy, and feasibility all align from day one. Design integrity begins with disciplined oversight While the full design is being led by local partners, LTS provides critical strategic and technical oversight. 3/4 LTS Performance Building a Sustainable Legacy for Regional Health Our performance thinking is embedded in the project brief: sustainability planning, capability transfer, and long-term readiness. By influencing KPIs and systems early on, we’re helping Rwanda create a lab ecosystem that can lead in diagnostics, training, and research for years to come. Resilience is built into the blueprint.
